Consequences The additional sanctions were non-military and could affect diplomatic and economic relations, as well as transportations and communications. Background All five permanent members of the United UN Security Council (US, Britain, France, Russia and China - as well as Germany) voted for Resolution 1737 after Iran failed to comply with UN Resolution 1696 which requested the full and sustained suspension of Iran's uranium enrichment activities.
