In order to persuade Iran to stop enriching uranium, a process that can potentially lead to the development of nuclear weapons, the United Nations implemented both carrot and stick resolutions.

Resolution 1696, adopted on July 31, 2006, offered Iran diplomatic and economic rewards if the country suspended all enrichment-related and reprocessing activities.

If Iran did not comply with the requests set forth in Resolution 1969, the United Nations would adopt measures under Article 41 of Chapter VII of the Charter of the United Nations.

Article 41
The Security Council may decide what measures not involving the use of armed force are to be employed to give effect to its decisions, and it may call upon the Members of the United Nations to apply such measures. These may include complete or partial interruption of economic relations and of rail, sea, air, postal, telegraphic, radio and other means of communication and the severance of diplomatic relations.

Resolution 1969

  • Demands that Iran suspends all enrichment-related and reprocessing activities
  • Suspension would lead negotiations guaranteeing Iran's nuclear program for peaceful purposes.
  • The international community would work to re-engage Iran with the international community.
  • Long-term arrangements would allow for the development of relations and cooperation with Iran based on mutual respect and the establishment of international confidence.
  • Resolution 1969 calls on all states to prevent the transfer of items that could contribute to Iran's enrichment-related activities.
  • Calls upon Iran to act in accordance with the Additional Protocol

Iran rejected the resolution.
