According to the recommendations posed by the authors of the Iraq Study Group, the United States should engage Iran constructively in order to end the violent impasse in Iraq.

Why should the US engage Iran?

  • Of all the neighbors, Iran has the most leverage in Iraq and can influence events.

  • Iran has long-standing ties to many Iraqi Shi'a politicians.

  • Iran has provided arms, financial support and training for Shiite militias within Iraq.

  • Iran's porous borders with Iraq allows millions of Iranians to travel to IRaq each year to visit holy sites.

  • Iran has cooperated with the United States in Afghanistan.

What can Iran do?

  • Stem the flow of arms and training to Iraq.

  • Respect Iraq's sovereignty and territorial integrity.

  • Iran could use its influence over Iraqi Shi'a groups to encourage national reconciliation.

  • Iran could help with the economic reconstruction of Iraq.

Why would Iran engage with the US?

  • Although Iran has an interest in seeing the US bogged down in Iraq, it is not interested in failure of US policy in Iraq that would lead to chaos and territorial disintegration of the Iraqi state.

  • Slightly more than 50% of Iran is ethnically Persian. It has a large Azeri minority (24%) and Kurdish and Arab minorities. Iraq could inflame sectarian tensions within Iran.

  • Iran has an interest in maintaining free and safe passage through Iraq for Iranian Shi'a pilgrims visiting holy sites in Kerbala and Najaf.

Regarding the Nuclear Issue

  • The issue of Iran's nuclear programs should continue to be dealt with by the United Nations Security Council.
